Tolmachevo Airport Infrastructure Upgrade Discussed In Novosibirsk
October 30, in Novosibirsk, at the meeting of the Assistant to the President of the Russian Federation Igor Levitin, the infrastructure upgrade of Tolmachevo Airport under the Order of the Russian President dated May 7, 2018, on national targets and strategical objectives of the country development until 2024 was discussed.

Plenipotentiary of the President of the Russian Federation in Siberian Federal District Sergey Meniaylo, Governor of Novosibirsk oblast Andrey Travnikov, representatives of the federal and regional authorities, Chairman of the Board of Directors of АЕОN Corporation, Co-Owner of Novaport Holding Roman Trotsenko, General Director of JSC Tolmachevo Airport Evgeniy Yankilevich, Chairman of the Board of Directors of “S7 Group of Companies” Nataliya Fileva, First Deputy General Director of S7 Group Tatiyana Fileva, Director of Siberia Macroregion FSUE Russian Post Nikolay Novoseltsev and others took part in the meeting.
Tolmachevo is one of the most dynamically developing airports with the federal status, the largest transit hub beyond the Ural on the major routes connecting Europe and Asia. In 2017, passenger traffic exceeded 5 million passengers. Keeping the hub development strategy enables to increase further passenger and cargo traffics.
Participants of the meeting agreed the necessity of reconstruction of the airdrome infrastructure of Tolmachevo Airport.
“The bottleneck of the airport development is a condition of the airdrome infrastructure that does not comply with the growing density of flight operations, joint airdrome status”, — said Plenipotentiary of the President of the Russian Federation in Siberian Federal District Sergey Meniaylo.
The Tolmachevo Airport infrastructure upgrade project was represented by Roman Trotsenko. He noted that development of the existing terminal infrastructure will be provided with several stages. From the off-budget sources, 11.5 bln rubles will be allocated for design and construction of the terminal complex by 2022. By 2022, the airport plans to increase passenger traffic up to 10 million passengers per year.
“One of the key issues for further airport development is a modern airdrome infrastructure”, — also emphasized Roman Trotsenko.
He was supported by the representatives of the Novosibirsk airport’s basic carrier. “S7 Airlines greatly expanded transfer flights via Tolmachevo Airport owing to commissioning of Embraer 170 and extended-range version Airbus A320neo. Today, Novosibirsk is the largest transfer hub beyond Moscow. In 2018, passenger traffic of S7 Airlines at Tolmachevo Airport will amount 3.3 mln, including 40% transfer passengers. In 2019, we plan further growth of about 25% in Novosibirsk and we plans to carry more than 4 mln passengers. Upgrade of Tolmachevo Airport, including airdrome infrastructure development, is the key condition for implementation of our plans”, — said Tatiyana Fileva, First Deputy General Director of S7 Group.
Under the State Comprehensive Plan of Mainline Infrastructure upgrade and expansion until 2024 approved by Resolution of the Government of the Russian Federation dated 30.09.2018 No 2101-р, funding is required in amount of 8.9 bln. Rubles from the federal budget for reconstruction of Novosibirsk Tolmachevo airdrome under the preparatory project. The project obtained the positive conclusion of FAI Glavgosexpertize Russia in 2015.
“Implementation of the reconstruction project will provide also conformity of the airdrome with the requirements for modern infrastructure for various world-level events, including world youth hockey championship 2023 planned in Novosibirsk”, — added General Director of JSC Tolmachevo Airport Evgeniy Yankilevich.
NOVOSIBIRSK International Airport is the largest air hub east of the Urals on the main air routes between Europe and Asia. The capacity of domestic terminal makes up to 1,800 passengers per hour, and international terminal capacity is 1,300 passengers per hour. The airport has two runways of ICAO I and II categories.
